i was playing in a tournament,blind against blind,check,check,on the turn i bet 15000,the other player called,
he won the hand because he hit his garbage hand on the river.30 sec after the hand he said the blinds were 8000/16000,he needed to have one 1000 more.Because it was just 1000 i gave him,did he had right to that small amount?

Technically yes as minimum bet is 16k however, I suspect he would not have mentioned it if he had lost! so i would have told him the hand was complete and you cannot go back into it now.

Well luc, calling another players hand garbage is beneath your level of play for sure.

Players are responsible for correct sized bets, raises, and other action. While normally a hand ends with the next hand's riffle or button depression on an auto-shuffler, shorting the pot could be seen as angling by either a better/raiser or caller who doesn't bring up the error at the time.

Clearly, however, the Casino/Tournament amounts apply at all times. A shorted pot must be brought up to it's correct amount in keeping with the Casino/Tourament rules immediately once noticed.

Most people don't realize that these venues are subject to State, Provincial, and Federal rules relating to these bets etc. Disputing such pot amount claims may result in non-poker rule related questions that are uncomfortable to answer to say the least.

You did the right thing paying the 1000 as it was the correct amount even though you initially didn't realize it was 16,000 instead of 15,000.
